Officers say the driver of the red BMW was found with Class A drugs and confirmed to have had cannabis.
One of the passengers was also present and both are now awaiting an interview by the police.
A GMP spokesperson said: “This BMW has been seen behaving suspiciously in the Bolton area. Stop by #XT And #Smiley face Periodicals and a stash of Class A drugs were found inside.
“The driver also tested positive for cannabis. Both the driver and passenger were arrested for possession with intent to supply and awaiting interview.”
It comes as police step up patrols in Bolton to prevent crime.
Just a week ago, officers on patrol stopped a car that was speeding twice on the same day and on the same road.
In a tweet, a Greater Manchester Police spokesperson said: “Patrols are coming out and talking about enforcing speed limits around GMP.
“You know you’re having a bad day when you get caught speeding twice in the same day on the same road.
“It’s 30 miles an hour for a reason.”
