The Ministry of Economy and Finance (MEF) published on its institutional website the Citizen Orientation Guide on the Public Sector Budget Bill for 2022. This document has been prepared with a simple, friendly and graphic language, so that know how the Budget bill was prepared and what its content is. It also has information on the prioritized topics in the 2022 budget and on the destination of the resources that the regulation proposes to assign to each department of the country; as well as the projects to which resources have been assigned. With this guide, people will have a document that will allow them to learn about the stages of the budget process, promoting debate in public opinion.
“The Citizen Orientation Guide is a tool that facilitates the transparency of information. Everyone’s resources must be managed responsibly, well used and made known to the population, in terms that are not technical, but rather easy to read for everyone. With this guide, citizens will be able to accompany and follow up on the debate on the Budget that Congress will carry out, ”said the Vice Minister of Finance, Gustavo Guerra García.
The Citizen Orientation Guide details the process of construction of the Public Sector Budget until its approval and execution. It begins with the programming and formulation of the bill, and then the approval, execution and monitoring stages are developed, as well as the evaluation.
“The Budget Law project for 2022 amounts to S / 197 billion, an increase of 7.6% that prioritizes issues such as health, education and agriculture. It is essential to know the Budget, as it is the main management instrument of the State to meet the needs of the population and provide services that allow greater well-being to people. A transparent, efficient and effective allocation of public resources is carried out, in line with the available funds ”, explained Vice Minister Guerra García.

For example, through the debate on the Budget law, the monitoring of budget execution or through a link that allows comments to be sent to the MEF on the suggestions for the Citizen Orientation Guide.
The Citizen Orientation Guide has been made based on the Public Sector Budget Bill for Fiscal Year 2022, which was supported by the Minister of Economy and Finance at the beginning of September before the Congress of the Republic. The 2022 Public Budget Bill must be approved by the Legislature at the end of November.
The Executive has established five priorities in the 2022 Public Budget Bill, considering the country’s needs. In this way, the bill has prioritized the budget for health and attention to the sanitary emergency, education, strengthening of agricultural competitiveness, alleviation of poverty and social protection, as well as economic reactivation (promotion of employment and productivity).
