Sister-in-law of the Minister of Justice, Aníbal Torres, contracted with the State for S / 85,000

Lucy López Reyes, sister-in-law of the Minister of Justice, Aníbal Torres, contracted with the State for an amount of S / 85,000, through the Regional Government of Cusco. This was warned by a report from the Comptroller’s Office, through the Institutional Control Body (OCI) of the GORE, and the Risk Management Directorate of the State Procurement Supervisory Body (Osce).

According to a publication of the newspaper El Comercio, the company Prosynergy was part of a process to hire a packing machine for the project “Improvement of post-harvest treatment and packing of vegetables of the association of agricultural producers Pallcaraqui, district and province of Urubamba, Cusco ”.

“The company Prosynergy was prevented from contracting with the State since July 30, 2021, since Mrs. Lucy Herminia López Reyes has participation as a member of the board of the aforementioned company and would be the sister-in-law of a Minister of State,” he says the Comptroller’s document. Despite this, the company declared under oath “not being prevented from contracting with the State.” The supervisory body also criticizes the granting of the award, despite the prohibition.

In addition to this case, the General Comptroller’s Office is investigating the contracts that the company would have made of the brother of Minister Aníbal Torres with the National Center for the Supply of Strategic Resources in Health (Cenares).

It should be noted that the State contracting law indicates that the spouse, partner or relatives up to the second degree of consanguinity or affinity of different officials, including ministers, “are prevented from being participants, bidders, contractors and / or subcontractors” of the State.
