Narendra Thakur has been allotted a flat under the JNNURM scheme in C-3 block of Multi, built in front of the Cancer Hospital, but Narendra lives in a slum. The apartment is rented. Ajay Bhura and his family have 8 flats in the I-1 block, but half are rented out. These two are just examples. Of the 3,248 apartments being built here, 30% are either rented or have shops, beauty salons or other businesses.

In 2014, the government had given flats to the people here for Rs 1.20 lakh to remove the slums from the Mother India hill near Lalghati as soon as they entered Bhopal from Indore, but after a few days people returned to the slums. Taking advantage of the proximity to the cancer hospital, the flat owners provide a room to the relatives of the patients at a rent of Rs 250 to Rs 300 per day.

They have written numbers of apartments, shops, so that those in need can easily contact them. The situation is such that where only 1,500 slums were identified 10 years ago, now one sees more than 5,000 slums coloring the beauty of the city.

RK Goyal, in-charge of Housing for All, says the district administration had identified 1,500 slums. But action was taken only on a few. The rest were left as they were as the controversy escalated. Their demand was that houses should be built and given to us in this place. But this place falls under the Air Force’s purview. No construction is allowed here.

  • Narendra Thakur: A flat is allotted in his name in C-3 block, but it is rented out.
  • Ajay Bhura: There are flat number 2 in I-1 block and 1 in G-3 block in the name of Ajay and his family and thus there are 8 flats in the whole building.
  • Dulha Bhai: There are 7 flats here in the name of Dulha Bhai and his family members. Goats are bred in one. In the other, the greengrocer and the rest are rented out.
  • Kamal Khande…Flat allotted on second floor of B-3 block. After living here for a few days, a new slum was built and moved there. The apartment is rented.

People in these slums were relocated:

Mother Teresa, Kohefiza Basti, Vajpayee Nagar, Mahesh Nagar (Idgah), Judge Colony, Prabhu Nagar, Durga Nagar (Slums removed during construction of Habibganj ROB), Roshanpura (New Market).

Rule: If it is given on the rent, the allotment will be cancelled.

Houses allotted under the JNNURM scheme cannot be sold or given on rent. These accommodations can only be used by the person concerned. If someone else is found living here, there is a provision to revoke the allotment.

  • Reporter: We need a place to stay for a few days.
  • Atik: Look ahead, this is multi. Will this work?
  • Reporter: Yes, what rent do you charge?
  • Atik: You see the room, if you like it, tell me.
  • Reporter: Then we go. I’m right in front of the hospital.

Atik went to an apartment with the reporter. There were mattresses in two rooms here. The reporter expressed his displeasure and returned.

Apartment became rent-free for a year and a half, now serves

If a person charges a fixed rent of Rs 300 per day, he can pay Rs 1.20 lakh within a year and a half along with paying electricity, water and other facilities. If the bank has a loan and also pays 9 percent interest, in this situation he can pay the entire installment of his house in two years. After two years, he earns from the rent.

The people who have got flats in Vajpayee Nagar instead of slums, if they themselves are living in slums by giving flats on rent, then it is wrong. It will be tested. Further action will be taken if the investigation is found to be correct.
